Black Screen with Ctrl+Alt+Del in white text when waking computer from sleep/standby

I have a user here at work using Windows 7 64 bit Enterprise on an HP Elitebook Workstation that's docked on a docking station using one external Dell U2410 monitor.
When she leaves for lunch, her computer "sleeps" or goes on "standby".
When she returns
and moves a mouse/press a key on the keyboard, she would the "Ctrl+Alt+Del" screen in white text on a black screen.
When she presses the "Ctrl+Alt+Del" keys, the white text would disappear and the screen would be black with the mouse cursor displayed.
When
we press "Ctrl+Alt+Del" once more, sometimes the screen would display correctly, sometimes it wouldn't.
Sometimes, I would turn the monitor on and off until the screen is displayed correctly.
When this fails, I would have to restart the computer.

I have tried the following:
-Turning off sleep, standby, hibernation on her computer
-Updating her BIOS, Graphics Card driver, monitor driver
-Swapped Docking stations, monitors, DVI cables, and VGA cables
-Ran “sfc /scannow”.
No errors were detected.
-Disabled “Autohide Task bar” (found this on a website)
-Tried looking for an option on the Dell U2410 monitor menu to prevent the monitor from turning off but couldn't find an option.

This has been happening for over a month.
Does anyone have a similar problem and if so, have you found a solution to this?
